Using "solipsistic"

I'm hoping my fellow writers can shed light on the use of the word, solipsistic.  I ran across it in an article describing Hillary Clinton as solipsistic when she became emotional in an interview.  I looked up the meaning of the word, it's a philosophy where only the self exists or can be proven to exist; or an extreme skepticism that denies the possibility of any knowledge other than one's own existence.  Is this a term to be used in conjunction with egotism or arrogance?  Does it say, I never experienced it, therefore it never happened (or doesn't exist)? (perhaps like Nazi deniers)

I'm hoping someone can share their experience with this word.  Word power is extremely important for writers, and it seems I learn at least one new word per day during my copious reading endeavors. This one is a tough one for me to grasp.
